This looks like one or two programs which are not allowed to do outbound transmission to port 80 (HTTP server port). Do you have a third-party firewall which could do that? I don't have Vista so I don't know if its firewall does outbound blocking too now. If it is the same as XP's it would only do inbound blocking.
